CONSULAR SECTION

Passports

To renew or replace your passport, visit the Consular Section during public hours (Saturday, Monday, Tuesday, and Wednesday, 1:00 – 3:30pm).  The Consulate is closed for American and Saudi holidays.

Children under age 16, first-time applicants, and persons who have never been issued a ten-year validity passport must apply in person.

You do not have to appear in person if all of the following apply:

You are over 16 years of age;
Your passport was issued in the last fifteen years;
Your passport was issued for ten years; and
Your name has not changed.

The Consular Section receives passport applications and sends them electronically to the U.S. for processing.  We return the old passport to the applicant for use while awaiting the new passport. When the newly issued passport arrives, the applicant will bring the old passport for cancellation before receiving the new passport.  Most passports are returned from the U.S. within two weeks.  We ask that American citizens renew their passports in a timely manner, at least two or three months before the passport is due to expire.  Although we can issue passports in emergencies, such passports will be limited in validity and must be exchanged for a U.S. printed passport when the emergency travel is completed.

Special Notice to Parents of Children Under 16


For children under the age of 16, both parents must consent to both the first-time passport application and passport renewals.  They may do so by appearing in person with the child and both sign the application.  They should bring signed photo identification in English.  If one parent is not able to appear, the other parent must bring a notarized statement with the absent parent's consent, as well as a copy of identification for the absent parent.  The application should be accompanied by a birth certificate showing the names of both parents.  If one parent has complete custody, he/she should bring an original copy of the custody order.

NOTE:  These rules do not apply to adding passport pages to a minor’s passport. 

Adding Pages to Your Passport


Extra pages can be placed in the passport at the Consulate.  Please submit a completed, signed application form DS-4085 with the passport and allow one working day for processing. For children under 16 years of age, a parent must print their name and sign the application for the child. It is not necessary for an applicant to appear in person at the Consulate to add pages; a courier may submit the passport on your behalf.  Please note that no more than 3 sets of extension pages will be added to a passport.


Adult Passport Renewals (Previously issued a 10-year passport)

  1.  Submit your current 10-year passport.
  2. Complete the application form DS-82, available for download at www.travel.state.gov/passport/forms/ds82/ds82_843.html
  3. One color passport photo, white background, 2" x 2" (5 cm x 5 cm).
  4. $75 fee or 285 SAR.  We accept cash only.

You do not need to appear personally if the consular officer can readily identify your new photo from the current passport.  In non-obvious cases, you will be asked to make a personal appearance.

Note: If your current passport is mutilated or damaged, you must apply using the form DS-11, provide a statement regarding the lost or damaged passport, and make a personal appearance.  The fee will be $100 or 380 SAR.


Minor Passport Renewals (Under Age 16)

  1. Submit the child’s current passport
  2. Complete the application form DS-11, available for download at http://www.travel.state.gov/passport/forms/ds11/ds11_842.html
  3. One color passport photo, white background, 2" x 2" (5 cm x 5 cm)
  4. $85 fee or 323 SAR.  We accept cash only.
  5. Personal appearance of the child is required.
  6. Birth certificate or other evidence of parentage
  7. Personal appearance of BOTH parents (with acceptable ID) or submission of notarized parental consent (DS-3053) or submission of certified custody order granting sole custody to the applying parent.


Minor Passport Renewals (Ages 16 and 17)

  1. Submit your current passport
  2. Complete the application form DS-11*, available for download at http://www.travel.state.gov/passport/forms/ds11/ds11_842.html
  3. One color passport photo, white background, 2" x 2" (5 cm x 5 cm)
  4. $100* fee or 380 SAR. We accept cash only.
  5. Personal Appearance required*. 

* If an applicant aged 16 or 17 has previously been issued a 10-year passport the applicant may complete a DS-82 application form, the fee will only be $75 or 285 SAR, and no personal appearance is required.


First-Time Passport Applicants Born in the United States
You need to establish 3 things:

  1. Citizenship
  2. Identity
  3. Proof of parents' status in the US at time of your birth (i.e. "subject to the jurisdiction")

These 3 things can be established by various evidentiary means, but the simplest and most reliable are production of a certified U.S. birth certificate, a foreign passport in the same name, and parents' old passports/visas, which were used prior to your birth.  If you do not have your parents' old passports, evidence of their employment and school attendance may be submitted for consideration.

If you need a copy of your U.S. birth certificate, refer to the CDC website at: www.cdc.gov/nchs/howto/w2w/w2welcom.htm where you will find links to all state registrars of vital records, from which you can download forms and find instructions on how to obtain a copy of your birth certificate. 

You may submit a foreign passport or driver’s license as proof of identity.  If your identity or parentage is not clearly established, you may be required to submit childhood photographs with immediate family members. 

You need 3 additional things:

       5. $100 fee or 380 SAR for adults; $85 or 323 SAR for children under age 16.  We accept cash only.
       6. One color passport photo, white background,  2" x 2" (5 cm x 5 cm)

First-Time Passport Applicants Born Outside the United States

You will need to provide:

  1. A completed application form (DS-11), available to download from www.travel.state.gov/passport/forms/ds11/ds11_842.html
  2. One color passport photo, white background,  2" x 2" (5 cm x 5 cm)
  3. Proof of U.S. citizenship of parent(s).  Proof can be established by various evidentiary means, but the simplest and most reliable are production of a U.S. passport, certified U.S. birth certificate, certificate of naturalization, or certificate of citizenship.
  4. Parents’ marriage certificate
  5. Divorce decrees or death certificates of all prior spouses of parents
  6.  Proof of the relationship between the applicant and parents.
    A foreign birth certificate showing the parents names is required.  If non-existent, religious records (e.g. baptismal certificate; entry in family bible; etc.), family photos, or DNA analysis may be required.
  7. Proof of physical presence or residence in the United States.
    For children born after 1986* to:
  •  Two American citizen parents, married: either parent must have resided in the USA at some point in time.
  • One American citizen parent and one non-U.S. citizen parent, married:  the U.S. citizen parent must have been physically present in the U.S. for five years prior to the child’s birth, two of which were after age 14.
  • American citizen mother, unmarried:  the mother must have been physically present in the USA for a continuous period of one year at some time prior to the child’s birth.
  • American citizen father, unmarried:  the father must have been physically present in the U.S. for five years prior to the child’s birth, two of which were after age 14 and he must legitimate the child and complete a binding affidavit to provide support for the child until reaching age 18.
    Evidence of physical presence may include:  college transcripts, report cards, medical records, pay records, lease or rent receipts, utility bills, DD-214s, and Consular Reports of Birth Abroad for siblings.
    8) Passports or identity documents of parents, if the applicant is under age 16.

*Different rules apply to children born prior to 1986.


Fees


First time application for a 10 year passport: $100 (380 SAR)
Passport application for a minor aged under 16: $85 (325 SAR)
Renewal of a 10 year passport: $75 (285 SAR)

Fees must be paid in either U.S. dollars or Saudi Arabian riyals. The Consulate cannot accept checks or credit cards.   
Passport applications are received in the Consular Section during normal hours of operation.
